Yes, TapBoost can be used to boost the hot when the pressure is lower than the cold to a single outlet. However, at a mixer outlet you would need to ensure that a non-return valve is used on the cold side.
TapBoost is not suitable for boosting multiple outlets in a system. However, if you do want to boost the hot water throughout the whole system across multiple outlets, other products are suitable.
